Why plan allocation not up to expectation?

Assam Chief Minister, Tarun Gogoi, is perhaps the supreme stalwart in the country, who dared to under-estimate the Prime Minister, Narendra Modi’s dynamism, capability and strength. On most of the occasions, he seems to have challenged PM, Modi in order to prove ‘himself ‘ as better being’ proud’ of ruling the state of Assam for last fourteen years. He claims himself better administrator, because he has gained mastery in dividing the people on different issues, which he has hired from the past British rulers of the country. The simple and humble people of Assam fall prey of the false stories of development without moving out to find the truth about such developments. Those who oppose and try to bring the real picture before the people are sidelined.

National Democratic Alliance (NDA) government led by Bharatiya Janata Party (BJP) under the leadership of PM Narendra Modi has just completed seven months of its rule. During this short span of time this government has to study the entire problems both internal and external, in order to make way for their solution. The Union government has taken some ‘strong stand’ for revival of country’s economy and developmental activities. Future plans for the country need fresh look keeping in view the growing population of the country and unemployment problems.

Some states of the Union have failed to utilize the funds allotted to them during last financial year (2013-14). Assam is no exception. Due to non-utilization, these funds are lapsed. For the current financial year 2014-15, the Plan fund allocation for Assam has been earmarked as Rs.21,000 crore. In the last fiscal out of Rs12,500 crore allocated for Assam only Rs.8132.04 crore could be utilized. The Chief Minister, Gogoi has criticized the Union government for reducing Rs.3,000 crore during this fiscal without going through the facts that the state departments under his government are not utilizing the money properly. Despite paper publicity about development of Assam,a vast amount for development of the state is ‘going below the drains’. It is necessary to utilize the Plan amount properly for development.
