PDMB stresses solution of Boroland issue

The Peoples Democratic Movement for Boroland (PDMB) has resolved to launch the national & international solidarity campaign for creating of separate Boroland state from January (2017) next.

Speaking the reporters on Saturday ta Kokrajhar, Jebraram Mushahary, president of PDMB said that the PDMB will submit memorandum to His Excellency Antonio Guterres, the UN Secretary General, chairperson of the UNPFII and all concerned dignitaries in the UN Human Rights Council in January to seek support while forming Boroland separate state. He said that PDMB will also meet the President of India, the Prime Minister of India and the Home Minister of India to impress upon them on Boroland Issue.

He said India is one of the leading nations in the UN who has also voted in favour of the UN Declaration on the Rights of Indigenous Peoples (UNDRIP) in the UN General Assembly in 2007, but it has utterly failed to protect the rights of the Indigenous peoples at home.

India has several laws and constitutional provisions, such as the Fifth Schedule for mainland India and the Sixth Schedule for certain areas of north-east India, which recognize Indigenous Peoples’ rights to land and self-governance, but all these laws aimed at protecting indigenous peoples have, however, numerous shortcomings and their implementation is far from satisfactory pushing them for movements asserting their rights.

He said the Boro Indigenous Peoples’ 87 years continued struggle for self determination in the form of a separate state Boroland under the Article 2 & 3 of the Indian constitution and the article 3 & 4 of the UN Declaration on the Rights of Indigenous Peoples (UNDRIP) is nothing but a glaring example of outburst of the Boro Indigenous People against the Government’s failure to protect the fundamental rights of the Boro & other tribal peoples’ rights to land, cultural identities, language, socio-economic and gross violation to their human rights.

He said that in the 87 years of long struggle for Boroland, the Boro peoples have suffered untold atrocities, torture, extrajudicial killings, forced disappearances, intimidations, gang rapes and harassments and thus we have been facing a lot of gross human rights violation only because we have been demanding a legitimate demand based on our historical and birth rights.

He said the PDBM has been closely observing that the successive governments of India is mere champion in promises, signing treaties and accords proclaiming to improve the life and situations of its 104 millions Indigenous Peoples but unfortunately it has neither courage nor political will to seriously address the issues and problems of the Indigenous peoples of India despite having various constitutional provisions and strong international declaration like UNDRIP.

While appreciating Prime Minister Norendra Modiji for his continued busy international campaign for the better posture of India in the UN, the PDMB appeal his honour to fulfill his promises by settling various problems and genuine issues of the peoples of the nation on the ground, especially the burning issues of the Indigenous Peoples of the country including the long pending 87 years old Boroland state issue.

He declares that the PDMB has decided to intensify the Boroland movement with immediate effect and resolved to call for 12-hours Boroland bandh on December 16 beginning from 5 am to 5 pm in protest against all the on-going killings and torturing of the innocent Boro indigenous people by the security personals in the name of operation against NDFB (S) and demand early creation of separate state of Boroland.

He also said that PDMB has nothing to say against the security personals if they are carrying out their operations against the militants outfits but innocent peoples should not be targeted wrongfully and they should not be subjected to the violations of their fundamental rights. He has urged Government of India to take political dialogue initiative to adopt a clear policy to resolve this long pending Boroland issue once for all for the best interest of peace, unity and prosperity of the region.

Mushahary said that the PDMB observed the International Human Rights Day today at Prasanti Lodge in Kokrajhar where peoples and members different parts of the districts participated. The day has been observing every year on today’s day as the United Nations— General Assembly's adoption and proclamation, on 10 December 1948, of the Universal Declaration of Human Rights, the first global enunciation of human rights and one of the first major achievements of the United Nations.
