Sarba Shiksha Mission bites the dust in Golaghat
Government’s much wanted policy of Right to Education through Sarba Shiksha Abhijan has failed to yield fruitful result in Golaghat District, where still more than 2000 young Indians are still deprived of one of their fundamental right that is the right to education. Every year the Govt. releases hefty funds for proper implementation of the Sarba Shiksha Abhijan but a sorry state of affair are prevailed at the ground level. This information has been made public by North East Social Trust (NEST), an NPO, in a press meet called by the organisation. North East Social Trust in collaboration with The Hunger project is working in the state for the strengthening of the institutions of local democracy and governance since 2003. As per the data collected by the NPO through Right to Information Act, 2027 numbers of children between 6 to 14 years of age are still remain out of school in Golaghat district alone.
These out of school children are spread in 60 Gaon Panchayats of Golaghat district living in 148 villages. 13 numbers of Panchayats are found to have more than 50 out of school children in the district. On the other hand all total 1454 numbers of schools including 995 Lower Primary schools, 233 Upper Primary Govt and provincialised schools, 49 Composite schools, 2 Pre-senior Madrassa and 1 Tea Garden managed school in the district was successful on getting teacher’s grant for infrastructure and maintenances. Under the annual work plan and budget, grants for the construction of 128 numbers additional class rooms across 117 number of schools including both Upper Primary and Lower Primary schools in the district was sanctioned, but surprisingly not even a single class room is completed in the entire year 2010-11.
Universalisation of Elementary Education is a crucial subject that needs to be taken very seriously for the future of the state. Already more than 10 years have passed of launching Sarba Shiksha Abhijan in the state. It is important to look in to the status of Universalisation of Elementary Education and the mechanism set for sustainability of the initiatives.
