Security of people's life and property whose concern?

It is strange in a state like Assam that the government fails to provide full security and safety to the people's life and property and at the same time, it does not allow the citizens to 'purchase' it from other sources. It is alleged by different sections of the people that they are victim of the double standard of the state government. They allege that neither the government provides them security nor it allows them to get from other sources. Although the state government has claimed from time to time having provided full security, the actual position appears too far from such claims. Reports of killing, abduction and different modes of violence are coming out unabated almost every day from every corner of the state.

The state government on the other hand shifts its responsibility on the Union government telling that sufficient security forces are not given to state. In return, the Central government is reported to have sent more and more paramilitary forces to justify its claim. Unfortunately, the services of these forces are not utilized for security and safety of general people. The VIPs avail their services and innocent people are targeted by the militants and anti-social elements. The people in remote areas of the state, especially in the tea gardens, villages, small towns and the non-government organizations have to suffer much. Even government official of lower ranks are not provided full security. The state government, fully aware of their problems, finds itself helpless to take any positive step. On the other hand, when militants serve the extortion notices on such people and the businessmen, they find no option other than to pay them and 'purchase' guarantee for their security.

When the news of payment to militants comes to the notice of the state administration, the state police registers a case against such people for 'having links' with the militants. Recently, the reports have appeared against the involvement of several government officials, who are alleged to have paid money to militants, of course, for their security. In case they fail to fulfill their demands they have to face the bullets. The state police does not pay proper attention on the extortion notices served to such people, if the approach to them. Sometimes, the militant groups warn the people not to approach to police and in case their instructions are not followed, they 'eliminate' such people before the police takes action. So far the security is concerned, the people of the state are in a fix to judge whether the government is responsible for it or it is to be managed otherwise.
