POLICE MUST BE PEOPLE FRIENDLY TO HERALD PEACE AND DEVELOPMENT

“The main function and duty of a police is to deliver rights of common people to enjoy human rights without fear. But sometimes even if law is known to police to its extent, the mistakes are made by police. Today’s police force and the common people must know each other and both should come close to serve the purpose which is around security issues. People have become aware of their due rights. If you keep silence, the misconduct done by police would not reach up to the concerned authority. The State Police Accountability Commission ( SPAC) is a body which protects the rights of common people in view of the negligence of duties by police where common people could lodge their complaints against police without fear.” This was observed by Dr. LR Bishnoi, the Inspector General of Police (IGP)for BTAD region today here at an awareness cum interactive session on police accountability held at the auditorium of Udalguri College where more than three hundred conscious citizens from all walk of life participated.The awareness cum interactive session specially organized by the SPAC chaired by retired justice of Gauhati High Court PK Mochahary dwelt around the theme to draw the police near the common people, to reform police as neutral and expert in its activities and to face the challenges ahead keeping law and order in the society. While addressing the large congregation, Roshan Lal, assistant district and sessions judge of Udalguri district and session court and secretary of District Legal Service Authority (DLSA) appealed to the police to exercise common experience with a sense of belongingness to the people who approach a police station and make police people friendly to bring a radical change in the relationship between police and common people which is must for peace and development. S Kakati, retired IPS officer of Meghalaya on the occasion elaborated extensively on rule of law, police accountability, police reforms and threw light on the Assam Police Act,2007 and its present role, relevance and effectiveness. He also replied to the queiries of the media persons and common people and concluded with a significant remark,” a day will come to see a police station without a lock up room’.The awareness session was also addressed by Dr. KC Dutta, senior advocate and president of Udalguri Bar Association, Rakesh Roshan, newly appointed superintendent of police of Udalguri district, Robert Narzari, MCLA of Dhansiri BTC constituency, Sadhana Hojai, deputy commissioner of Udalguri district who felt that such awareness meets should be organized at each police station level in the district to make the people know their rights and easy access to police. Dr. HC Dutta, member secretary of SPAC and former director of ASTEC offered votes of thanks to all for attending this fruitful awareness cum interactive session.It is to be noted that the State Police Accountability Commission (SPAC) is a result of Assam Police Act,2007 formed under Section 78 of the Act to look into the serious misconduct of the police personnel which acts as a guardian of the common and helpless people of the society.
