IT implementations in Dima Hasao

Information Technology is the yardstick by which the development of any region can be measured today. Achievements made in this sector signify how much the region has attained efficiency and effectiveness in its operations.


During the current year, three milestones have been achieved in the field of information technology in the Dima Hasao district. The operations of the Dima Hasao Autonomous Council (DHAC) have been computerized in terms of management of finances and human resources. Website of teh council that showcases the district to its optimum has been made online on Saturday i.e. 10.11.2012 at the Council Secretariat by Shri Debojeet Thaosen, Chief Executive Member, Dima Hasao Autonomous Council in the presence of the Chairman, Deputy Chairman, Executive Members, Members, Officials and Staff of the Normal and Entrusted Departments of the DHAC, Deputy Commissioner, Superintendent of Police, NIC Officials, Officials of the District Election Office, Representatives from 25-Assam Rifles, 119-Territorial Army, NGOs, and Senior Citizens. It may be mentioned here that the Dima Hasao Autonomous Council is the first one to have implemented and activated these management systems of Information Technology in the state of Assam, all due to the active initiative and dynamic leadership with modern outlook of Shri Debojeet Thaosen, CEM, DHAC.


The Finance Management System is an application by which the Council can manage the inflow and outflow of funds of the Council. The software can also generate balance sheets, income and expenditure statements, receipts and bank reconciliation statements. A huge databank of multiple financial periods can be maintained. Basically, this software ensures smooth running of the financial activities of the Council.


The Human Resource Management System is another application which ensures that every employee of the Council is monitored in terms of salary, promotions, leave, attendance, etc. It is envisaged that the council will be able to manage the employees and address grievances regarding delays in salary bill preparation, service record maintenance, etc.


To successfully implement these applications, a state-of-the-art computing facility has been installed at the Council Secretariat, which includes 4 (four) Server Computers with fail-safe measures, Internet connectivity through VSAT, Unified Threat Management (UTM) System with Uninterrupted Power Supply (UPS) system of 6 KVA and local area network covering the entire secretariat. In addition, a town-wide network has been implemented using Optical Fiber Council with the servers, allowing each department to access the applications as well as the Internet.


Another important achievement has been the Council's Website (www.dimahasao.in) dedicated to the area in terms of its flora-fauna, its people, festivals, natural beauty and tourism hotspots. The website, world-class by standard, has been able to showcase the Dima Hasao Autonomous Council area to its full potential. It is expected to be able to change seople's general perception of the region and divert their attention to the true potentials of the Council area. It has been made possible by this website to portray the Dima Hasao Autonomous Council area as a sought-after tourism spot which would in turn help in generating Dpportunities and revenue for the people of the district. Strong resentment was expressed by the Dima Halam Daogah (Jewel) over the army atrocities on its cadres those are staying at their respective designated camps at Maibang, Jatinga, Kapurcherra and Haflong communicating office on July 10.
