ASDC staged Dharna at Haflong

With the demands like 1.To take initiative for releasing Mr. Mohet Hqjai, Former Chief Executive Member of the then N.C.Hills Autonomous Council (NCHAC) now Dima Hasao Autonomous Council (DHAC) as has been done in the line of Mr. Jewel Gorlosa Chairman, DHD(J) and Mr. Nironjon Hojai C-in-C, DHD(J) by issuing No objection certificate (N.O.C)2.To recommend the Central Government to transfer the cases of NIA case No.01/09 and No. 02/09 of Guwahati to the State Government as per the Section 7(20) of the National Investigation Agency Act., 2008 considering the low gravity of the offences of the said cases and in view of the on-going peace talk with DHD (J), The Autonomous State Demand Committee staged dharna in front the office of the Deputy Commissioner, Dima Hasao on Thursday.

Later on they submitted a memorandum to the Chief Minister of Assam Shri Tarun Gogoi, through the Deputy Commissioner of Dima Hasao District Sri Dilip Borthakur, seeking for an early initiative to release Mr. Mohel Hojai, former Chief Executive Member of the then N.C. Hills Autonomous Council (NCHAC) now Dima Hasao Autonomous Council (DHAC) from the judicial custody.

The memorandum maintained that Autonomous State Demand Committee (ASDC), a regional political party of Assam, Mr. Mohet Hojai was elected as Member of N.C. Hills Autonomous Council in 1996 and became the Executive Member from 1996 to 2001 and again he was elected as Member of N.C.Hills Autonomous Council (NCHAC) in 2007 and appointed as Executive Member of N.C.Hills Autonomous Council on 24th January 2008. Subsequently, he was elected as Chief Executive Member of N.C.Hills Autonomous Council on 2nd January 2009 following the resignation tendered by Shri Depolal Hojai from the post of the Chief Executive Member of N.C.Hills Autonomous Council on health ground.

Further, it was stated that Mr. Mohet Hojai is a law abiding citizen of the country with no criminal antecedents and is a very sociable person but it was regrettable to mention
herein that on 30-05-2009 Mr. Mohet Hojai was arrested by the police personnel of Basistha Police Station from his own residence of Haflong, Dima Hasao District of Assam in connection with the Basistha Police Station Case No. 170/09 registered on lst April 2009 and meanwhile the Ministry of Home Affairs Govt. of India vide order No. 1701 1/50/2009-IS-VI dated 01-06-2009 directed the National Investigation Agency (NIA) to take up the Investigation of the Basistha Police Station Case No. 03/ 09. Therefore, the NIA took over the said P.S. Case No. 170/2009 and No. 3/09 and re-numbered them as NIA Case No. 01/09 and NIA Case No. 02/09 on 06-06-2009. As it was known that Mr. Mohet Hojai, Former Chief Executive Member (CEM) of the then NCHAC, has been languishing in Central Jail, Guwahati since 04-06-2009, in fact without facing any heinous charges in connection with any crimes against the
humanity and unfortunately, he has not been allowed to avail the relief on bail, But on the other hand, the accused persons of the same NIA Cases No. 01/09 and No. 07/09

Mr. Jewel Gorlosa. Chairman of DHD (J) and Mr. Niranjon Hojai C-in-C of DHD(J) were granted bail in the name of peace talk, as the authorities of the Govt. of India and Govt. of Assam did not oppose their bail petitions. It was noteworthy that the mandate of the NIA has in fact clearly mentioned in the National Investigation Agency Act., 2008 that it is to investigate and prosecute offences affecting the sovereignty, Integrity and security of India. But the matter of the NIA Cases No. 01/09 and No. 02/09 actually does not fall within the purview of
the issue that is threatening the Integrity, Sovereignty and Security of India. Under the circumstances stated above, they humbly requested his benign self to kindly use his good offices to take the steps as demanded in the greater interest of the peace and development as well as for the sake of justice without any discrimination.

Talking to media Monjit Karigapsa, Secretary, ASDC, Dima Hasao District Committee members said perhaps Mohet Hojai was not being allowed bail as he was not ‘Gogoi’, ‘Deka’ or ‘Rajkhoa’. They said Mohet Hojai has become the political victim as Hojai did not join Congress; there are more political leaders against whom there were allegations but they were not victimised since all of them have joined the Congress. This has exposed the nakedness of the Government in regards to deliver justice to Sri Mehet Hojai.
