To bring discipline in a society either the citizens should be conscious themselves or the law enforcing authorities should be prepared to make them disciplined. It may be a hard step for the time being, but in the long run result would be beneficial to both the human beings and the society. In present days we find lack of sense among the people to go through the legal means of life and improving the deteriorating standard of the society. Smoking in the public places has been banned since Gandhi Jayanti, on October 2 last. This is not the first time that it is prohibited by law, but the law enforcing authorities lacked will power to implement the existing law. Despite caution notes and advertisements by the manufacturers about health hazards, smokers continue smoking in the public places even today. Without any obstruction by law enforcing authorities, it is not likely to be abandoned. In public transport system like buses and trains prohibition notes about smoking are clearly displayed, but who cares for that. At railway stations and bus stands also the announcement is given for the public. The drivers and conductors of buses and other public transports are found smoking in 'styles' when the vehicles keep plying. Any protests by passengers create chaos and unpleasant scenes due to rude behaviors of such smokers, due to lack of manner and cultural education at home and school, The College going students are seen smoking in fashion outside the campus of their institutions. In every aspect the violation of law is marked as fashion. The physicians, who suggest their patients not to smoke, are also found smoking while on duty in the hospitals and nursing homes...
In the cities like Guwahati uncontrolled traffic menace is another fashion. Most of the bus drivers are picked up from the batches of handymen who have failed to take proper driving training. Due to lack of education they fail to abide by the traffic rules and do not understand the same too... Not only this, the educated young people also do not care for such rules. Most of the two-wheeler riders overtake four wheeler vehicles wrongly from the left, which is the main cause of accidents. Recently a ban on using mobile phones while driving has been imposed, but a number of cases of such acts are found every day and nobody dares to check them. Same is the case with use of helmets too. The 'young chaps' have made a habit to violate the rules. The traffic police fully aware of its duty do not take action against such law breakers. In most of other government departments also the employees have made it a habit not to perform their duties for which they are paid. They never do the public work without getting 'remuneration' from the public. The involvement in 'corruption has also become a fashion.
