Road Safety conusltation held in Guwahati

Guwahati: Consumer Legal Protection Forum and Consumer VOICE, New Delhi is consumer protection organizations working to promote road safety. They organized a stakeholder workshop at hotel Aarian Atithya, Guwahati today. The main objective of the workshop was to strengthen the road safety aspects of MVA 2019.
 
Recently the Motor Vehicles Amendment Act 2019 has been passed and got assent of the President of India. This amendment aims to make Indian roads safer, reduce corruption and use technology to overhaul the country's transportation system. The next step is to frame the Motor Vehicle Rules by Central and State governments to implement the amended law for improving road safety.

The consultation mainly focused on the six vital pillars of road safety which are seen as the best global practice to reduce road casualties. The next step is to adopt the CMVR in the state / UT agenda for immediate implementation to enhance road safety. Assam has taken lead in efforts to strengthen road safety and it’s high time to have a consultation processes with the concerned stakeholders to make the necessary legislative framework within the shortest possible time.

Ashim Sanyal, COO Consumer VOICE said “The most effective ways to reduce road crash deaths is through strengthening road safety laws. We appreciate and congratulate the Government for giving green signal to the most awaited Motor Vehicles Act 2019. According to the road transport and highways ministry, half a million accidents are reported in India every year, in which 150,000 people lose their lives. The amendment Act will help to reduce the road fatalities and injuries with the stringent penalties / other provisions and change the road habits of citizens who are breaking the rules. We urge the Assam government to include the new rules of MVA 2019 in the Assam Motor vehicle rules.”

Gautam Das, District Transport Officer, Kamrup (R) said “The transport department is working on road safety in Assam to make state roads safer. We were following the Central government MVA 1988 and also have Assam Motor Vehicles Rules 2003 which also includes the main risk factors of road safety. We will follow and include the new amended rules by MVA 2019 to make stringent enforcements.
According to the data of ministry number of road crash fatalities in India currently hovers around 1.5 lakh with another 5 lakh injured. Number of lives lost on national highways during last year was, 54,046 as compared to 53,181 in 2017.
 
Prasanta Saikia, DCP (Traffic), Commissionerate of Police, Guwahati said that in the last six months itself in Assam around 2,359 accidents occurred in which 1,980 people were injured and 928 lost their life. It’s time to take the new rules amended in Motor Vehicles Act 2019 to make police enforcement drives more effective to prevent casualties.  

Motor Vehicles Amendment Act 1988 which came into force in 1989 was 30 year old act and  new MVA 2019 replaced this act. In the new Motor Vehicles Act 2019 around 89 provisions include increase in penalty related to risk factors such as drunk driving, over speeding, helmet  wearing , seat belt  and child restraint , culpability of parents of juveniles for violation of rules, provisions for the electronic monitoring and enforcement of road safety, good Samaritan provisions etc are included to strengthen the road safety.
Ajoy Hazarika, Secretary, Consumer Legal Protection Forum said that over 50% of road deaths in recent years have been in the age group of 14-35 which is prime productive age group. These were caused because of high speed, breaking traffic signals, not wearing helmets / seat belts, drink driving among other causes. These can be effectively stopped by enforcing the new MVA rules.

The program was largely attended Transport and Traffic Police officials, Students, Media, CSOs and activist working on road safety.

Ghatowar vs Narah

DoNER minister Pawan Singh seemingly is waging war against Ranne Narah after she revealed that Ghatowar paid BJP leader Sarbananda Sonowal Rs 4 crore four months back.Narah said that apart from Sonowal, Ghatowar further paid Rs 1.50 crore to BJP MLA Prasanta Phukan for helping the ruling party candidates win the Rajya Sabha polls.Ghatowar told reporters in Delhi that he would lodge a complaint before the party high command against Ranee Narah.

Voting probe report today

The BJP panel set up to probe the voting anomaly in the Rajya Sabha poll is all set to submit its report on Friday.Senior BJP leaders told Assam Times that the report would be prepared before the state party president for action against the legislator who intentionally got his vote cancelled.Led by senior leader Mison Ranjan Das, the three member panel grilled all the five legislators to fine out the truth behind the allegations. They include Parasanta Phukan, Ranjit Dutta, Jadav Deka, Manoranjan Das and Dilip Moran. 

Cong to field Bhagawati in Tezpur!

In a major development, Congress high command is understood to have been considering the name of Jainimi Bhagawati to be fielded in the upcoming Lok Sabha polls from Tezpur seat.Senior AICC leaders told Assam Times that Bhagawati, who is at work in London, is the only choice of prime minister Dr Manmohan Singh who is well known to him.Bhagawati, a retired Indian Foreign Service officer has a strong family back ground and his father is a veteran Congress leader and freedom fighter. But final decision would be taken only after recomeendation from Chief Minister Tarun Gogoi and APCC president Bhubneswar Kalita.

Youth threatens Mahanta, held

Dispur police have arrested a youth in the city charging him with trying to extort money from Prafullla Kumar Mahanta.Identified as Dipak Gogoi, he was arrested acting on the FIR lodged by the former chief minister and AGP president on Thursday.According to the complaint, Mahanta received several phone calls from him demanding money to avoid shoot out. Apart from threat calls, Gogoi threw several messages from two mobile phones.        

BJP accepted money: Narah

In yet another revelations on the recent Rajyya Sabha polls, Union minister Ranee Narah accused BJP president Sarbananda Sonowal of accepting a huge amount of bribe from Congress.Narah said on Thursday in Philobari that the her probable nearest rival in the upcoming Lok Sabha polls from Lakhimpur, received Rs 4 crore from DoNER minister Pawan Singh Ghatowar giving the party a new jolt.She further said that Ghatowar also accepted Rs 1.50 crore from Ghatowar for the same purpose four months ago.An angry Ghatowar, however, denied the disclosure and threatened to take legal action against Narah.  

2 NDFB-S militants killed

Security forces claimed to have killed two more NDFB-S militants at an encounter in Chirang district on Thursday.The encounter between NDFB-S and security forces took place at Phulbari along the Indo-Bhutan border where both the militants were killed on the spot.Later they were identified as Bipul Narzary and Punkha Basumatary. Police further claimed to have recovered pistol, magazine, hand grenade along with extortion notes from their possession.        

All out war against BJP

Congress and BPF legislators on Thursday evening held a meeting in Dispur to counter BJP’s poll prospect in the upcoming Lok Sabha polls.Presided over by Chief Minister Tarun Gogoi, the meeting is understood to have decided to go all out against the saffron party.Rahul Gandhi’s rally on women and youth empowerment also figured in the meeting.On the other hand, newly elected Rajya Sabha members Bhubneswar kalita, Biswajeet Daimary and Dr Sanjay Sinh have thanked the legislators for their support.    

Curfew in Lailapool

An eerie silence prevails in Lailapool along on Assam-Mizoram Road a day after at least 15 policemen including a senior police officer sustained injured when they clashed with a group of protesters on Wednesday.The entire orgy of violence has forced the authorities to clamp curfew in the area from Wednesday night. Local residents are remaining confined to their houses. Security forces are fanning on the streets to deal with the miscreants who attacked the policemen.   The injured have been undergoing treatment at the Silchar Medical College Hospital. The incident took place when the local residents blocked the road demanding the withdrawal of a toll gate. When requested, the...
