Convenor of the NSCN-IM Steering Committee, Rh Raising said that the August 3, 2015 Framework Agreement between the Government of India and the NSCN-IM is now at the final stage.
“We are now at the final stage. We have drafted, they have drafted and exchanged our point of views. We have decided what we have already agreed; now we are in the final stage. Almost 90 percent is completed. We have yet to work on some papers,” replied Raising to queries from the media during the 71st Naga Independence Day celebration at the NSCN-IM’s Council Headquarters, Hebron on Monday.
According to Raising, the Agreement is about the recognition of the sovereign right of the Nagas, recognition of the Naga identity, about the territory and integration of the Nagas of the Nagas.
Prodded further on the palpable secrecy surrounding the Agreement, he only replied, “That is all, I have spoken about it. This framework agreement embraces all issues.”
Earlier during the programme, Raising had said that the Framework Agreement of August 3, 2015 is based on the unique history of the Nagas.
He said that basing on the principle - “Sovereignty lies with the people,” Nagas and India have agreed that sovereignty resides in each. “However, for bringing an honourable solution, peace and progress in the land the two peoples shall co-exist as two entities sharing sovereign power in some areas… To settle our issue with India, an agreement with India is indispensable.”
“This Framework Agreement will be the beginning of a new relationship between India and the Nagas.”
Meanwhile, representatives of frontal Naga organisations of Nagaland, Assam, Arunachal Pradesh and Manipur, who attended the function, reiterated the call for unity and inclusivity of all Nagas.
The unification of all Naga Political Groups under one common platform, inclusion and taking into consideration the aspiration and desire of all Nagas irrespective of imaginary political boundaries was the common refrain of the speeches from representatives of the Naga Hoho, Naga Mothers Association (NMA), Naga Peoples Movement for Human Rights, United Naga Council, Eastern Naga Peoples Organisation, Naga Students Federation, Tirap Changlang Longding Peoples Forum (TCLPF), Zeliangrong Boudi NC Hills, Naga Council Dimapur and the United Naga Tribes Association of Border Areas.
