CM for stern action against erring doctors

Assam Chief Minister Tarun Gogoi has vowed to take stern action against the erring doctors for the matter of non-fulfilment of the commitments made by Post Graduate doctors prior to their admission in the medical colleges of the state. 

As per the Assam Medical Colleges (Regulations of Admission into PG Course) 2006, a doctor after completion of his/her PG course has to serve under State Government for a minimum period of 10 years in any State Government service in the Health and Allied Sector including NHM. 

In case of any breach of terms and conditions, defaulting doctors are liable to pay an amount of Rs 20 lakh as compensation to the Government of Assam on account of the expenses borne by the State Government for the doctors in pursuing the Post Graduate course. In case of failure to pay the compensation, the Government of Assam can file money suit and take any other legal action against the defaulting doctors. It may be mentioned that PG doctors sign an agreement with these terms and conditions at the time of admission in the PG courses.

It is unfortunate and unacceptable that 244 doctors who passed out in the year 2014 are not working in the State Government /NHM hospitals and have violated the terms and conditions.

As the general public visiting the Government health institutions have been deprived of the services of PG doctors in spite of investment of public money on them by the State Government, Chief Minister Gogoi has expressed serious concern over the non fulfilment of legal and moral commitment by these doctors. 

He said that public money spent on the education of these doctors would not be allowed to go waste. 

Meanwhile, the Chief Minister has directed the Health and Family Welfare Department to immediately initiate strict legal action against the PG doctors for violation of the terms and conditions of the agreement. Gogoi further said that such cases of violation would also be taken up with the Medical Council of India.  

Moreover, the Chief Minister has directed that all measures should be taken to prevent such wilful neglect of responsibilities by some doctors and said that bank guarantee of sufficient amount will have to be furnished by the doctors seeking admission in PG courses in the medical colleges of the State in order to safeguard the interest of the people seeking medical care.

Chief Minister Gogoi also instructed the Director of Medical Education, Assam to be more vigilant in such matters and to take necessary follow-up action to bring the violators of the agreement to book.
