First Open University of the state

Finally Assam gets to flaunt its very own Open University. The very first open university of the state – Krishna Kanta Handique Open University (KKHOU) which was set up last year opened its doors for students recently as it started its academic activities with a Bachelor’s Preparatory Programme (BPP).

KKHOU is an answer to the prayers of those student’s who have been unable to continue with their studies owing to various reasons. Though Assam has been flooded by other Universities providing rather claiming to provide distance learning courses but these universities are of questionable repute as they are plagued by recognition issues. Moreover, the exams are not held regularly and the evaluation process too reeks of anomalies. Such universities fail to provide a support or assurance to the students and sometimes even jeopardize the future of the students. In such a state an open university in the state is a great confidence booster for the students of the region.

The BPP is a six month programme aimed at preparing students above 18 years who had failed to complete their 10+ 2 courses for higher studies.. The courses will be offered twice a year. The BPP admissions are already under way and will continue till February 15. Classes are slotted to start soon after and the exams for the first batch is planned to be held by July next year. About 60 study centres have been set up around the state where classes will be held for 15 Sundays. Results of examinations conducted will be declared within a month and the eligible ones will be able to pursue Bachelor courses launched by the University. The admission Fee for the BPP is Rs 700.

An affordable fee structure of the BPP is an added advantage for poor students and the innovative process of the BPP aims to provide a platform for many deserving students.

The university also plans to offer need based degrees and post graduate courses apart from a large number of professional and vocational diploma and certificate courses aimed at promoting development of human resources suitable for the job market, self employment and entrepreneurship development. Moreover the University will also start research oriented training programmes. The Medium of instruction will be English and Assamese and Bengali for the students of Barak valley.

Critical to the progress towards prosperity in NER is its liberation from economic imprisonment. This would require a qualitative change in the relationship of the country with the neighbouring countries contiguous to NER. There are considerable gains to be had by improving relations. In the case of Bangladesh, for example, there could be significant gains from transit fees and access to the markets in NER. This could contribute significantly to the reduction in Bangladesh’s trade deficit with India. Given that economic interests of NER are affected by the nature of relationship with these countries, it is important that the Foreign, Defence and Home Ministries have a consultation...

Dr Rahul Pandey The recently concluded G8 summit in Japan placed rising fuel and food prices, besides climate change, at the top of its agenda. While fuel crisis is enough to stoke panic, it has also partly induced the food crisis due to both high fuel cost of producing and transporting food as well vast bio-fuel cultivation in the West. With unabatedly rising price of oil and uncertainty about its reserves, energy security is today every nation's concern. This also reflects in the desperation with which the Indian government is pushing ahead nuclear deal with the US. These developments raise some critical questions:- Can energy policy deliver both energy security and climate change...
