V K Pipersenia new chief secretary

Vinod Kumar Pipersenia took over charge as Chief Secretary to the Government of Assam on Sunday, said an official press statement. Retiring Chief Secretary, Jitesh Khoshla, while handing over the charge, wished him success, in the august presence of other senior officials at the state secretariat. VK Pipersenia an IAS of 1980 batch of Assam-Meghalaya cadre will be the 45th Chief Secretary of the state. 

Born on August 5, 1957 at Konch, Uttar Pradesh, VK Pipersenias first assignment was that of an Assistant Commissioner in Dhubri district. He also served in various capacities as SDO (Civil) Nalbari, Deputy Commissioner, Nalbari, Joint Secretary, Health and Secretary, Revenue.

While on deputation, he has also worked with the Government of India in various ministries such as Home, Industry, Human Resource Development, etc. He has also served as Financial Adviser in the Ministry of Human Resource Development as well as Financial Commissioner in Employees State Insurance Corporation under Ministry of labour and Employment.

During his tenure in the Revenue & Disaster Management Department, Assam State Disaster Management Authority took shape and majority of the districts underwent transition from manual to computerised processes, besides, the mission mode implementation of Computerisation of Registration Project won the National e-Governance Award in 2013.

Assam government has made compulsory use of seat belt in all types of vehicles.The government has also directed to ensure fitment of seat belt in all types of passenger vehicles including buses by April 15, 2015. Further, no one can sell or handover any vehicle to any customer without pre-fitted seat belt device.
