Disaster mock drill at Tinsukia

Oil India Limited (OIL) on Thursday conducted offsite disaster mock drill at its Makum Oil Collecting Station (OCS) in upper Assam's Tinsukia district to check the preparedness on disaster to minimize the loss/damage to the property & its environment as well as to the community. The drill was carried out involving the employees and officials of the various departments of OIL in cooperation with, District Administration, local police, and neighboring participating industries.

A scenario was conceived by OIL’s officials considering intense fire at Tank No 5 (East side) of Makum OCS for disaster mock drill. As per the Onsite Emergency Plan, which was activated at about 11.55 A.M. the available crew at the installation used the fixed fire-fighting equipment to douse the flames with help of drenching pump and foam pouring system etc. The fire tenders along with fire fighting resources from Duliajan were mobilized for fire fighting job, but could not control the fire. Despite all attempts, when the fire was not put out, offsite disaster was declared by the chief coordinator at 12:10 pm. The whole situation was monitored and coordinated by Sri K.K. Nath, Resident Chief Executive, Sri B. Deka, ED-Production and other senior officials of OIL from the Disaster Control Room situated at Field Headquarters, Duliajan.

Under the “Mutual Aid scheme for Emergency Response Plan” participating industries like Indian Oil Corporation Limited (Digboi), Assam Petrochemicals Limited, Assam Gas Company Limited, Brahmaputra Valley Fertilizer Corporation Limited, North Eastern Electric Power Corporation and Coal India Limited provided support in the form of fire fighting equipment, rescue and medical assistance,  to control the disaster at Makum. Active support from Civil Defense, CISF, OIL Security and OIL Hospital helped to minimize damage due to the disaster. As a part of the exercise, ambulances were also rushed to the site to provide medical treatment to the injured persons.

N K Das, GM (Production) Chief Coordinator (site), P N Sarma, GM (Engineering), Service Coordinator, D K Goswami, GM (HSE) Fire Coordinator, Pradip Saikia, GM (EPA) On site coordinator and A K Acharya, Head (S&E) S&E Coordinator also rushed to the spot to tackle the situation. The joint effort helped to douse the fire at 1:30 pm and the All Clear signal was declared by the chief coordinator (site).

The de-breifing session was conducted at site at 1.45 PM by A.K. Acharya, Head(S&E) to find out the lessons learnt in the drill including the positive & negative points observed by the four independent observers. Sri Pradip Saikia, GM (EPA) OIL, who was the on-site coordinator in charge of the drill at site informed that such exercise is to be conducted once in a year under the offsite disaster management plan, to ensure and check the preparedness to tackle such emergency situation. GM (HSE) thanked everybody who were directly or indirectly involved in this offsite disaster mock drill.Thus the offsite mock drill was concluded successfully.

An unusual incident occurred on Sunday at Namsang village in Tirap district of Arunachal Pradesh, about 12 KM from Deomali, when the labourers of Public Health and Engineering Department (PHED) were digging a bore-well. Three persons were killed on the spot in a road accident that occurred near the Tingrai railway station under Digboi police station in upper Assam's Tinsukia district early this morning. The deceased are Gopal Das (42), Bitupan Das (43) and Hemanta Hazarika (28).
