Memo to Union Home Minister

The Jadikhe Naisho Hoshom (JNH),(Dimasa Apex Body),Dimasa Women's Society (DWS) Dimasa Students’ Union (DSU) and Dimasa, Mother's Association submitted a memorandum to P. Chidambaram, and Home Minister, Government of India and Shri Tarun Gogoi, Chief Minister Government of Assam Dispur for taking initiative to release the detainees from the Judicial Custody presently lodged in the Central Jail, Guwahati related to DHD (J) cases of Dima Hasao District of Assam recently through the Deputy Commissioner Dima Hasao District.


The memorandum maintained that on behalf of the civil Society Groups of the Dima Hasao District of Assam these organisations would like to draw attention on the following facts for favor of sympathetic consideration and necessary action.


For the on-going peaceful political dialogue with the DHD(J) and subsequently, released the DHD(J) leaders, Shri Joel Gorlosa, Chairman, DHD(J) and Shri Niranjan Hojai, Commander- in- Chief of DHD(J) from the Judicial custody against the NIA Case No. 01/09 and NIA Case No. 02/09 to facilitate political dialogue and to reach a final Memorandum of Settlement (MoS) in the interest of peace and development for the people of Dima Hasao District of Assam.


But there were other persons who were currently detained in the Central Jail of Guwahati under the same NIA Case No. 01/09 and Case No. 02/09 such as; I. Shri Mohet Hojai, Former Chief Executive Member of the N.C. Hills Autonomous Council (now Dima Hasao Autonomous Council, Haflong). II. Shri Golon Daolagupu, Present Member of Dima Hasao Autonomous Council, Haflong.III. Shri Phojendra Hojai, Contractor of Dima Hasao District. IV.Shri Babul Kemprai, Contractor of Dima Hasao District. V. Shri Ahshringdaw Warisa, Peace Facilitator for DHD (J) appointed by the then I.G.P. of Special Branch, Govt. of Assam and held talks between Assam Govt. representative and DHD(J) leaders at Bagdogra of West Bengal State in the month of September, 2008 and there are many other civilians who are still behind the bars.


It was pertinent to mention that all the above mentioned persons belong to the same tribal inhabitants of the Dima Hasao District of Assam deserve to get released from the Judicial remand considering the people's aspirations of the Dima Hasao District of Assam. Therefore, they urged for taking the same initiatives to release them who were still behind the bars in the same cases as of the DHD(J) leaders before the formal Memorandum of Settlement (MoS) was arrived between the DHD(J) leaders and stakeholders so that total peace and development could be achieved in the Dima Hasao District without any discrimination.


Further, they fervently begged to request to keep the clauses in the Memorandum of Settlement (MoS) for withdrawal of the cases of all the members of DHD(J) and other related cases of the civilians those who were allegedly involved in the over ground movements of the DHD(J) and to achieve the withdrawal of criminal cases, the civil society groups urged upon the central Govt. State Govt. and its agencies to move the concerned authorities under Section 321 of the code of criminal procedure, 1973 before the concerned courts after the Memorandum of settlement (MoS) with DHD(J).

In its continuing effort to increase people – Army interaction and promote co-ordination and cooperation between different tribes of Hajadisa area of Dima Hasao district an Inter village Football Tournament is being organised by the troops of MADRAS Regiment from April 12, 2013.The tournament commenced by kicking of football by village headman at Bara Digar Football Ground.  This five days tournament has drawn enthusiastic response from the public.  A total of 16 teams are participating in the event.  The motive of the tournament is to increase peace and harmony in the region. The final of the tournament will be held on April 16.
Acting on a tip off, the police and 25 Assam riffles apprehended one Songbambe Kuame @ Nimpeu son of Nailung Kuame aged 19 years a resident of Kelelo village under Haflong Police Station along with one 9 mm auto pistol, one magazine and 3 live rounds at about 1.30 pm on Monday from Kelelo village, some 12 km from Haflong.It is learnt that he has confessed to be self style Sgt, 3rd Bn of NNC, FGN (Federal Government of Nagalim) and has come for tax collection.Later, Songbambe Kuame was handed over to Haflong police station along with recovery  and a case was also registered.
In a joint operation by Police and 25 Assam Riffle huge caches of arms and ammunition was recovered 150 mt from railway track near Nutan Basti, Haflong at about 7 pm on Saturday.
