Shillong has become the safest way of arms supply by the militants to the Northeastern region. The capital of Meghalaya has virtually become a transit point of arms and extortion deal. This has come to light after the arrest of eight Dima Halam Daoga (DHD) militants and three other "suspected" Manipur-based rebels on Sunday in Shillong. On December 19, 2006, commander of the ULFA's 27 battalion Pallav Saikia alias Ananta Kakati was arrested along with his wife Moromi at an unspecified place of Meghalaya with huge cache of arms and ammunition. NSCN general secretary Thuingaleng Muivah reportedly escaped to Bangladesh via Shillong a fortnight ago. From Bangladesh, he is supposed to take a flight to Bangkok.

Meghalaya Police said Eight DHD militants ( Jewel Gorlosa faction) , also known as Black Widow including the area commander of Umranshu, Assam's North Cachar Hills district, identified a David Kamthai were arrested on Sunday night. The DHD is an offshoot of the Dimasa National Security Force (DNSF), which surrendered en masse in 1995, except for its self-styled Commander-in-Chief Jewel Garlossa, who subsequently launched the DHD.

The arrested cadres were booked under the unlawful activities preventive act (UAPA). The cadres were involved in several criminal cases in Karbi Anglong district.The court remanded to seven days of police custody. Pistols, ammunition and other incriminating documents, besides Rs 35,000 in cash, were seized from the militants.

The DHD aims at creating a separate State of 'Dimaraji' for the Dimasa ('sons of the great river') tribe, comprising Dimasa dominated areas of the North Cachar Hills and Karbi Anglong districts of Assam and parts of Dimapur district in Nagaland.
