Danger looms over Lokpal Bill

The anti-corruption movement launched by the Gandhian leader, Anna Hazare, has threatened a number of politicians, bureaucrats and big businessmen involved in various financial crimes against the country and the society. The issue of black money in Swiss banks and calling back the same to the country for investment and prosperity of the nation, has also threatened them of losing their unfair incomes. The United Progressive Alliance (UPA) government led by the Congress party, has been found involved in the practices leading to great sufferings of the countrymen. The Civil Society’s proposal in respect of the Lokpal Bill, has been ‘turned down’ by the Union cabinet despite long protests by different individuals, intellectuals, organizations and the civil society itself. The proposed Lokpal Bill by the Union Cabinet is going to be placed before the Parliament for making a crucial Act, which may not bring any relief to the common people, as most of the institutions including the Prime Minister, are kept out of its purview. This, if passed is certainly going to increase ‘top level’ corruption, which would badly affect the general public.

An example in the case of Assam can be given about Rs one thousand crore scandal in North Cachar Hills (NC Hills), which came out in light last year. Under heavy pressure from various sections of the society including media at the initial stage the National Investigation Agency (NIA) probe was initiated. As reported by a section of the press, the NIA found the name of certain high powered persons involved in the large scale corruption. When the NIA officials wanted to question and sought permission from the chief minister of the state, to quiz them they were refused permission. There was no way to complete the probe and the NIA submitted the report suggesting conducting inquiry by Central Bureau of Investigation (CBI) as there was a number of anomalies detected by it.. Announcement of CBI probe was also made, but there was no progress.

When the report came to the light, various ministers threatened to sue the media house reporting the scam of North Cachar Hills, but nobody dared to sue till now. Instead the chief minister, who refrained to give permission to the NIA for quizzing the officials involved in the scam ‘boasted’ before the local media that no name was given by the NIA in its report. Perhaps the chief minister did not note this point that unless the Agency was permitted to quiz those people their names could not be given in the report.

This is a short example which hinders even the judiciary to perform well. The corruption has spread in the judiciary also. Unless the men in power including the prime minister and the judges are brought under the Lokpal, there is every danger that the people of the country could get justice. It is also interesting that the Prime Minister, Manmohan Singh has no objection to come under the Lokpal, but others have objection. May be they are planning to ‘plant a corrupt PM’ in future who could protect their interest. Now, Anna Hazare has decided to start his agitation from August 16 next, in case the suggestions of civil society are included in the Bill.

Lack of a marketing policy and ‘corrupt’ administration has led the Guwahati Municipal Corporation (GMC) to a high class ‘bankruptcy’. This has developed like an incurable cancer. Out of twelve municipal markets in the city most of them have not been provided even the basic amenities, although the GMC has concentrated its full attention on collecting revenue ‘by hook or by crook’. The GMC is very particular in enhancing the rates and taxes from the genuine traders from time to time, without any discussion or consent of the trading community. For instance, one example can be given of a centrally situated market of the city in Ulubari area. This market...
It was a year ago that, a revolution happened in the state of Assam with the launch of the world class fleet of ambulances from GVK EMRI-108, fondly called Mrityunjoy. Now it has entered into the second year of service and has become a part of common man’s life. The people of the region mostly in the rural areas, never imagined that a round the clock five star category of emergency service would be readily accessible by dialing 108, that was to be free, was equally unbelievable. This service was made available to the people of Assam, upon signing a memorandum of understanding (MOU) by the Government of Assam and GKV-EMRI on July 8, 2008, by using mobile, landline in case of...
It is more than a year, when use of tobacco products and smoking were banned in the public places throughout the country. Though a few law abiding people have made it their habit in their life, the ‘young generation’ has accepted it as a challenge to ‘defy the laws’. A number of organizations are working to publicize the harm caused by the use of tobacco, but the results do not seem to be effective. Most of the people have taken it as a ‘fashion to ignore the laws’, even if those are beneficial for their health and wealth. Under the circumstances, it is very important for the administration to be strict in the matter of implementing the rules framed under...
Freedom fighters and Martyrs Trust , a NGO working for the recognition of services of 1942 freedom struggle has demanded that the sacrifices of Dhekiajuli martyrs be recognized by the government. The nation should not forget them who led down their lives ‘yester for our today’. Freedom movement in India was not confined to a particular region, instead it had spread throughout the country equally. It is unfortunate that some areas got focus in the struggle by coming to the fore front and others missed the light. Contribution of the freedom fighters of Dhekiajuli in the district of Sonitpur in Assam (undivided Darrang) in the freedom struggle of 1942, was a great achievement of...
The Assam Textile Merchants’ Association has urged the Government of Assam to withdraw the hike in entry tax on textiles. In a press conference held at the Guwahati Press Club on Tuesday, the PRO, ATMA, Nirmal Samsukha, said that there is no entry tax on cloth and textiles in all the neighboring states of the north eastern region and West Bengal. As such, if such a tax is imposed, the textile business in Assam will be adversely affected and will shift to the neighboring states, where there is no tax. He added, the cloth business is in unorganized...
India’s former President Ramaswamy Venkataraman had to face an unprecedented controversy arising out of political situation in the country during his tenure. With the lapse of time and rapid changes in political scenario the illusion of regionalism is waning in Assam and the north eastern parts of the country. During last several years Indian politics reached a chaotic situation throughout the country leading an air of hatred against the national political parties. In a vast country like India every region has got different types of problems. Simultaneously, all regions of the country face different types of situations. To safeguard the interest of the region, the necessity of regional political parties...
