Another ACS officer lands in trouble

GUWAHATI: Yet another ACS officer lands in dire trouble after the Assam Government has placed under suspension alleging her involvement in the nefarious APSC scam.

She is none other than Avishika Baruah, the circle officer in Nazira whose involvement in the scam came to light a couple of months after she appeared her handwritten test conducted by the special operation unit of Dibrugarh police who have been probing the case.

Last week Baruah offered to turn approver in the case where over 35 officers including chairman Rakesh Paul have been jailed.

Caught in a barrage of criticism, prime minister Narendra Modi is on a day long visit to Assam to take stock of the flood fury after the state counts nearly 80 people dead. According to sources in New Delhi, the prime minister is arriving in Guwahati at 10 in the morning and is scheduled to make an aerial survey in Lakhimpur and other worst-hit districts where properties worth several crores were ravaged. The Supreme Court’s verdict on Wednesday against the Assam Parliamentary Secretaries (Appointment, Salaries, Allowances and Miscellaneous Provisions) Act, 2004  will have bearing impact in the north eastern states of Nagaland and Arunachal Pradesh. In a significant judgment the Supreme Court on Wednesday called unconstitutional a law in Assam that paved the way for appointment of parliamentary secretaries in the rank of minister of state to pacify the disgruntled ruling party legislators  enacted in 2004. A division bench of the country’s top court comprising Justice J Chelameswar, Justice RK Agrawal and Justice AM Sapre said that the legislation was unwanted in Assam to create these posts of parliamentary secretaries. The flood toll in Assam stands at 77 this year with the death of yet another person in the north eastern state.  But this year, electrocution death is much higher than that of the drowning death in the time of flood.
