Sir,

As citizens of this country we register our deep anxiety and distress at the proposed amendment of the Citizenship Act under consideration of the Joint Select Committee of Parliament. Whatever humanitarian consideration prompted the proposed amendment granting citizenship to persons belonging to minority communities namely Hindus, Sikhs, Buddhists, Jains, Parsis and Christians from Afghanistan, Pakistan and Bangladesh, it is going to be highly inimical to the indigenous people of Assam and to the federal structure of the state.

At the moment, based on Assam Accord, at the intervention of the Supreme Court of India and on the instruction of the Central government, the Government of Assam is engaged in intensive updating of the National Register for Citizens (NRC) to include people permanently residing in the state till 24th March 1971 and to treat them alone as genuine citizens of the country.

The present attempt of the Central Government to extend citizenship beyond the cutoff date of 24th March, 1971 is not acceptable to the people of Assam. The state of Assam is already overburdened with high influx of foreign nationals from Bangladesh, causing serious economic and social distress and identity crisis for the indigenous communities of Assam. Under these circumstances, the proposed amendment poses an existential threat to the existing indigenous communities. 

In view of the above, we request you to withdraw the proposed amendment, or at the very least to exempt the state of Assam from the purview of the proposed amendment to the Citizenship Act.

Further, we request you to permit the people of Assam to submit their views in their own mother language in view of the fact that neither English nor Hindi is widely known among the indigenous communities of Assam.

Youth arrest for child rape

Karimganj police on Wednesday confirmed the arrest of a youth for torturing a five-year-old girl. The five-year-old girl, who went missing on January 28 evening, was found lying in a paddy field with severe injuries near her house at Pinnagar village on January 29. Her father alleged that she was raped by the youth, who was arrested by the police on the basis of the allegation. Panchayat polling over

Barring a few stray incidents polling for the first phase of panchayat election are over registering a huge turn out in 8 districts on Wednesday.The polling began at 7 in the morning and ended at 3 in the afternoon where 28,680 candidates are in the fray in eight districts. Among them, 643 have contested for the post of zilla parishad member, 2,801 for anchalik panchayat member, 3,099 for gaon panchayat president's post and 22,137.The first phase include Tinsukia, Dibrugarh, Jorhat, Sivasagar, Golaghat, Kaliabor, Nagaon Sadar, Lakhimpur and Dhemaji districts.

ARSU protest disrupts train services

ULFA claims responsibility of explosion

ULFA has owned up the responsibility of the strike in oil pipeline at Makum on Tuesday. In a statement, the outfit claimed to have used PMTD technology to blow up the oil pipeline which took place on Tuesday morning. Suspected ULFA militants exploded an oil pipeline in Tinsukia district on Tuesday.The explosion took place at 10 in the morning at Anandbag area in Digboi resulting in a huge inferno in the entire area. Security forces are arriving in the spot. Details are awited. 

ULFA man killed in encounter

Security forces claimed to have killed a hardcore ULFA militant following a heavy exchange of firing in Goalpara district on Tuesday.The encounter took place in early in the morning at Khardang near Dudhnoi bordering Meghalaya where the ULFA militant was killed to be later identified as Niyar Asom. A pistol along with a magazine and several rounds of bullets. Two army jawans have also been injured in the encounter who have been rushed to the hospital.    

Extradition signed but uncertainty still on Chetia

The deportation of ULFA leader Anup Chetia still uncertain even after Bangladesh and India on Monday signed extradition agreements in Dhaka. Union Home Minister Sushilkumar Shinde signed the pact with his Bangladeshi counter part Muhiuddin Khan Alamgir after a opne hour long crucil meeting.After their meeting earlier, the two ministers announced the agreements at a joint press conference. Campaigning ends for panchayat polls

Campaigning for the first phase of panchayat polls ends. Polls will tae place Wednesday. The first phase will decide the fate of altogether 28,680 candidates in eight districts. Of them, 643 candidates will contest for the post of Zilla Parishad member, 2,801 for Anchalik Panchayat member, 3,099 candidates for Gaon Panchayat president's post and 22,137 candidates filed their nominations for Gaon Panchayat membership. First phase will include Tinsukia, Dibrugarh, Jorhat, Sivasagar, Golaghat, Kaliabor, Nagaon Sadar, Lakhimpur and Dhemaji districts. The counting of votes would take place on February 14 and February 15.
