Subject: Views and Suggestions on Citizenship (Amendment) Bill, 2016

Sir,

As citizens of this country we register our deep anxiety and distress at the proposed amendment of the Citizenship Act under consideration of the Joint Select Committee of Parliament. Whatever humanitarian consideration prompted the proposed amendment granting citizenship to persons belonging to minority communities namely Hindus, Sikhs, Buddhists, Jains, Parsis and Christians from Afghanistan, Pakistan and Bangladesh, it is going to be highly inimical to the indigenous people of Assam and to the federal structure of the state.

At the moment, based on Assam Accord, at the intervention of the Supreme Court of India and on the instruction of the Central government, the Government of Assam is engaged in intensive updating of the National Register for Citizens (NRC) to include people permanently residing in the state till 24th March 1971 and to treat them alone as genuine citizens of the country.

The present attempt of the Central Government to extend citizenship beyond the cutoff date of 24th March, 1971 is not acceptable to the people of Assam. The state of Assam is already overburdened with high influx of foreign nationals from Bangladesh, causing serious economic and social distress and identity crisis for the indigenous communities of Assam. Under these circumstances, the proposed amendment poses an existential threat to the existing indigenous communities. 

In view of the above, we request you to withdraw the proposed amendment, or at the very least to exempt the state of Assam from the purview of the proposed amendment to the Citizenship Act.

Further, we request you to permit the people of Assam to submit their views in their own mother language in view of the fact that neither English nor Hindi is widely known among the indigenous communities of Assam.

Nagaon: A local court in  Nagaon has sent Aminul Islam to 14 days judicial custody on Tuesday after the police arrested the AIUDF MLA for spreading false rumour on quarantine. Nagaon: Police have arrested AIUDF MLA from Dhing Aminul Islam charging him with misleading the people in the time of COVID-19 outbreak. Guwahati: The North Eastern Regional Agricultural Marketing Corporation Ltd (NERAMAC) has inducted Manoj Kumar Das in its helms at a time when enterprising fraternity in the northeastern region are having a tough time. Guwahati: The figure of COVID19 cases has reached 20 with 4 more people tested positive on Friday. According state health minister Hemanta Biswa Sarma, of these three from Nalbari while the remaining one is from North Salmara. Guwahati: More and more COVID 19 positive cases have been surfacing. Two more people have tested positive in Goal para with travel history to Delhi where they attended the religious congregation at Nizamuddin. Guwahati: Four more people have tested COVID 19 positive at Guwahati Medical College Hospital on Wednesday taking figure of positive cases to 5. According to state health minister Himanta Biswa Sarma, GMCH laboratory has confirmed COVID19 positive in Jamaluddin Arshad Ali, Hazarat Ali, Nuruddin and Jonab Ali, who attended the religious function held at Nizamuddin in Delhi in mid March. Sarma said that all those who attended the congragation in the capital city have yet to arrive in thte state. Sivasagar: The Dibrugarh police again arrested Akhil Gogoi immediately after the peasant leader stepped out of the Sibsagar Central Jail on Wednesday. Guwahati: The participating people in the religious function at the Nizamuddin shrine have been figured after the state confirmed the first one COVID19 patient undergoing treatment at the Silchar Medical College Hospital in Delhi. According to information, altogether 299 people attended the function along with 3000 others from the country and abroad on March 13 and 14. Those who have been listed out have been under to undergo medical scanning at this stage.  Kpkrajhar MP Nabo Sarania also visited the shrine.  But he told a Guwahati based media that he visited the place to meet one of the participating people.
