NCHAC financing the militants in North Catcher Hills District

The Assam Government spokes person Mr.Himanta Biswa sarma while speaking before the media persons in Guwahati is reported to have alleged that the office of the State Governor had complained that NCHA (North Cachar Hills Autonomous Council) was draining out the development fund meant for the NC Hills District to a militant group of the district. Mr.Sarma exposing the anti-national role of the NCHA is quoted to have said: “On April 1, 2006 a militant group of Nagaland came into an agreement with the ASDC candidates that the said outfit would ensure their winning the Assembly Election and they (ASDC candidates) would assert the outfit’s stand in the talk with the Central Government whenever held. Mr. Sarma referring an information given to the State Government by the Governor Lt. Gen(Retd) Ajay Singh said that the NCHAC had paid Rs.10 crore to two contractors for clearing the pending bills. When the payment was objected the NCHAC pleaded in the favour of the contractors as saying that the contractors had incurred a heavy loss in view of the militancy in the district. A part of the money went to a militant group, Mr. Sarma alleged. On reacting the ceasefire declared by the DHD(J) Sarma said that it was nothing but a strategy of the outfit and the Government would not take it seriously. The state administration including police and civil administration will go on taking action against the outfit.

It may be mentioned that the congress had lost the autonomous Council election to the ASDC-BJP combine in December 2007. The party attributed its defeat to nexus between the militant groups of the district and the combine opposing Congress in the election. According to what Mr. Himant Biswa Sarma, the State Health Minister and the spokesman of the Government alleged four congress candidates were killed during the election campaign and some others were said to be on the outfit’s target.Thus the party had no way out than to give up the fight.Since then the duo, the congress and the ASDC-BJP combne are at logger heads over the issues involving NC Hills. Reacting upon the charges leveled by Mr.Srma against ASDC leaders and NCHA members a former MP Mr.Prakanta Warisa is reported to have clarified that the charges were nothing new and termed it as a reaction of the congress defeat in the Council Election. Let the Commission of inquiry be instituted as reportedly decided by Dispur.But we do not think that the proposed Commissio would be impartial and that is too instituted by the conress led Government.
