Mohilary presents BTC budget

BTC Chief Hagrama Mohilary presented council budget of Rs 59219.99 lakhs plan and Rs 141924.44 lakhs non plan amounting  of Rs 201144.43 lakhs for the year 2015-16 today on its first day of the session.

The two-day budget session of the Bodoland Territorial Council Legislative Assembly (BTCLA), begin from Tuesday at the BTC Legislative Assembly House, Bodofa Nwgwr in Kokrajhar.

BTC deputy chief Kampa Borgoyary readout the statement of the estimated receipt and expenditure of the council for the year 2015-16 on behalf of BTC Chief Hagrama Mohilary,who is also in-charge of Finance department.

Earlier, the annual financial statement (budget estimates) for the year 2014-2015 was Rs 201668.55 lakhs (both plan and non-plan).

However, MCLA Rwngwra Narzary of 15 Kajalgaon constituency said that the budget allocation by the state government has deprived 32 lakhs population of BTC region.

He has alleged that the fund allocated to the BTC by the state was not earmarked as per the population pattern of the BTC.

“We are not satisfied with the budget allocation which is very less than population pattern”, he said.

Narzary, who is also the leader of the PCDR said that the budget is mere a frame work of the state government and despite BTC being in the 6th schedule there is no any opportunity to discuss on the budget in the council house.

He also said that there should a discussion on the demand of more funds from the state government.

On the question of MCLA Mominur Islam about the total affected families in the year 2012 riot and the fund received for relief and rehabilitation, Executive Member of Land, Revenue and Disaster management department Alindra Mushahary replied that the department has not been transferred to the BTC therefore there is no report about the total affected families in the riot.

However, a total of 90 crore was received for the infrastructural development of the riot affected areas under Prime Minister Special package 2012-13 and out of it 45 crore was implemented through PHE, Educational and PWD department and utilization certificate was sent to the state government.

On the other hand, the BTC has been demanding the rest of the fund for the scheme.

Replying to the question of MCLA Jiron Basumatary, Deputy Chief Kampa Borgoyary said that provincialisation of post for the teachers of Venture School lies in the hand of Assam government. He said that the proposals for provincialization of teachers post which schools were established and recognised 7 years prior to the Assam Venture Educational Institutions (Provincialization of Services ) Act, 2011 and Amendment Act, 2012 was sent to the state government.

Borgoyary said that for the elementary education the BTC has not enough fund to provincialized the post for the time being.

 An outlay of total Rs 5760 lakh was earmarked in PWD for the works to be carried out under AOP for financial year 2015-16.Rs 5,500.00 lakh for road works, Rs 200.00 lakh for building works and Rs 60.00 lakj for electrical works.

In Agriculture an outlay of Rs 1910.00 Lakh has been earmarked while Rs 3645.00 lakh has been earmarked in Education for the year 2015-16. The WPT and BC department has been earmarked Rs 7025.00 lakh for the year 2015-16.

An outlay of Rs 4910.00 lakh has been earmarked for the Panchayat and Rural development. Moreover, Rs 1450.00 lakh has been earmarked for Irrigation scheme under AOP 2015-16 including AIBP (State share of BTC), etc.
